Krazzy this rule applies to for example. Highway at weapons. Or a warehouse roof with no ladder within the circle. The rule simply means if someone is on a roof or spot that you can’t access within the circle it is deemed a rule break. That roof can be accessed when inside the event circle.

the starting area where they started cannot be accessed.
this rule was made due to people starting on the elevated area in foundry. foundry has the exact same situation where people had to run inside the zone to go to a ladder and run to a location outside the zone. which is exactly the same as whats happening here (if you dont use the heli)
if the event starts, you will have to run INTO the zone, and then run back out of the zone to get to your starting location. which is a violation of the rule.
on top of that, highway at weapons is a different part of the rule and was specifically mentioned.
