ID 75163 will not be punished for fear RP in this case as he is not the person who was at gunpoint & no demands were given to him. The only thing you said was "We have hostage!!, we have hostage!!" & he stopped after that.
FYI, the situation in your POV is a robbing situation, not a hostage situation, there's a difference.​
