All of them fighting each other in city for no reason and some of them ramming people with a car already everything in POV.

Just because someone breaks the rules does not mean that you can break the rules as well In short as you said someone “provoked you and shoot you for no reason in city” and you shoot him back The best thing you can do in this kind of situation is to make a compliant againts who breaking the rules (Like him, as u said he insulting your mother(s) and shooting people in city for no reason, Thats mean u can make a compliant againts him for GR 3.2 and GR 6.15) (Shooting him back shouldnt be a option)

Also if someone curses you and starts shooting at you we know that is a rule break (Which Is RDM) And if you shoot back you are causing a DM in the city which is also a rule Break.

Also lets take a look to the rule: 6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. | WARN
In your situation there is no RP or something else like that just trying kill someone without any demand or something else.

Still This does not mean that you can break the rules. And as i said u can report him if he insulting your mother. Thats your problem but u choose shoot him back which is DM in city.
