Rejected No Fear For Hostages Life I LSPD

We did a Gun Store Robbery and No Legal Officers Responded to it , We had a Hostage ( No value for Hostages Life ) , Can I ask a Question is FIB the only Org that Works in the City , Then what is the use of other Legal Orgs having 80-100 people in it .

People say LSPD Is doing best in this Term , but I don't think so
