Hello and Al slam alaukom,
All in POVs, Yes there is three in one.. to describe what happened they literally were running around the crime scene [This OOC] and failure to comply more than one [This is IC] but i just wanted to describe they are not just passers by

last POV they drove in middle of gun fight..

I'm not gonna lie i wasn't sure should i report them or no but based on rules break history they are not newbies or non aware of rules.. they just don't care so i made my decision hope to get rid of these actions.

I'm not sure if you allowed to help LEOs by risking your life, but please next time don't just run around crime scene in the first place.
You and your friend can get another chance by promising to not break rules again.
