I see full Rp Situation, there are two points and Two Allegations
The first is Corruption :-
It was accidently done, and he give a wrong fine on him i think he get confused between the charges

1. Trespassing in private property
2. Trespassing in secure facility

These are similarly so any new person can get confused. So kindly give him an IC Punishment. He will go to Capitol and case on the officer and then the officer will compensate. So we should solve it in IC.

The Second is PG :-
The 10-15 was trying to get out side of cell so the officer cuff him and then officer maybe try to uncuff him by pressing Z but i think he accidently press X and cause of this mistakes this happens he accidently drag him and the officer thinkings that he uncuff him so he go out side and then this all happens
