As far as I know rules like "looting in the gunfight" or "healing in the gunfight" mean that you can't loot or heal whilst you are taking shots. It is okay to heal yourself or revive someone when you are in cover. None of these officers on the roof here are taking shots when they are picking up the guns. The only shots that can be heard are in the distance.
