The event scenario Must be detailed and include the whole event:
VIP was getting insurance at SAHP HQ and being attacked by criminals in the HQ. Criminals are to kidnap the VIP as hostage from the HQ and takes him to an abandoned house. State organizations will be moving from Caravan to abandoned house to save the VIP. State orgs goal is to save the VIP after negotiating with criminals, gangs goal is to defeat state orgs.
