Rejected Admin and/or Leader Blacklisted | Administration

Good night, i would like to know whether im Admin and/or Leader Blacklisted.

I tried to go for governor, once it was rejected due to i was blacklisted from state ICly 30 days. I totally understand.
I tried to go for it again, this time i was also not chosen again and i assume it was due to i had no deputy governor. I was gonna place someone there after if i had been the leader but still it's okay i understand.
I tried to go for it for the third time, i had deputy governor this time and but still i was rejected.

After rejection of my governor application for the third time, i was gonna fill admin application once again but i remembered my past few admin applications were also not chosen for interview.

At this point i would like to know if im blacklisted from those positions, so i wont waste my or your time by filling applications that won't even be taken into considerations.
I expect nothing else but a simple yes or no, thanks for your time in advance.

Note: There was no kind of punishment done (Jail,Warn,Ban). I had to choose one to make this forum.
