The new changes brought to DOJ effectively killed DOJ.
I don't think it was just Kareem who came up with these changes so this isn't necessarily a complaint against Kareem.
It is however a complaint from DOJ to the Gods responsible for these changes.
The way it is right now there is simply not enough lawyers to help out the 10-15's

For example. We had 3 lawyers present at DOC and we requested a lawyer over department radio. NOBODY was able to help.
The new rules basically made it so there are never enough lawyers anymore. Next to that, me personally was working on a lawfirm together with 3 others.
It was one of the more fun things I've ever done on this server and it was starting to take off. We had lots of positive reactions and it was just overall very fun.
The lawfirm is now pretty much dead since we are all in legal orgs as well.
Overall: the new rulings destroyed DOJ and personally I see no reason why did had to happen. DOJ brought some of the highest levels of rp to the server and everyone loved it.

Please, Please revert these new rules or at least explain why did had to happen.

FREE layers can be only those whim are part of GOV and have status of layer
