Approved VDM + Provoking | 121138, 54859

We were having an RP situation between the LSPD and DOJ. We went to the designated location because the information was classified in RP. However, these guys came out of nowhere and started VDMing and provoking. I even asked them what their problem was, but they kept provoking and VDMing.
