I was walking in a city. I heard gunfire in the city. I was a policeman and I wanted to arrest him. I went to the sound of gunfire and found this person id as (48424) shooting in (GZ) so I shot him to kill him and arrest him. Then run to (GZ) and this breaks the turn break called (GZ 1.3)

However suspect already broke the rule of GZ 1.3 and he was running in green zone without gun, you could have teased him to neutralize and then you could have arrested him as you also know the rule,
