Rejected Vagos | going into zone before event starts

Before the battleship event we was told we can't setup before the event starts we canny go into the zone before event starts, and as you see in the evidence provided the Vagos do this which gives them a major advantage over us in the battleship event. This is just ruining RP for us and for them but they just find it funny just abusing. They get so many chances and just do an event and the warn gets taken away its just no fair. In bodycam they move into zone at 18:07 and it starts at 18:10. We've been told by admins multiple times that this isn't allowed and the perpetrator of it would be getting a warning or if it was mass they'd be getting a gang warn.
