Player 401409 will recieve a punishment for FailRP
(Not due to the cuffing but due to being on duty while muted, making it impossible to roleplay out the actions he is doing in this video. As for the cuffing, LEO's can cuff you while you have a gun in YOUR hands they just cannot cuff you while they have a gun in THEIR hands. There fore the original Unrealistic Behaviour you reported is Declined)
