He Combat Logged so i couldn't finish arrest procedure

The guy either recalled car when i was towing it or Combat Logged so i could tow his vehicle. Hope you guys can check which one he did and punish him please.

They recalled cars when we were towing them because they were evidence to a crime that was committed

CL when got knocked unconscious by fellow officers to avoid being arrested

He did CL by what it looks like so he would only serve 60 mins in prison and not 75 and before i could fine him when he was in city. So he CLed to avoid this!
