how can be seen your on duty? after you put clothes on you were not on duty? he shot and missed and didnt have ammo in shot gun and you killed 2 people for this and one was rez other guy this is why you were punished and this was in my opinion of situation correct decision

As a hc i can wear my duty clothes if i am on duty and vest if you check again you will see other guy shoot me and take my vest so i am just protect my self and i dont want to mercy kill thats my mistake
