I was on duty when I saw one of our officers and assumed he was issuing a fine on request, which isn’t allowed. Thinking he might be new to the org, I reminded him that fines shouldn’t be given without valid reason. He said he was just talking to his friend, who was a girl, but then out of nowhere she started shooting at me.
