Rejected Rs 4.1 + RDM by NG | 41970

You can see in my pov i was outside of Fz and waiting for someone and after some secs he came with his car outside and shoot me without demand (RDM) . Ik that they have Shoot on site order on Fz but they cant shoot outside and i was waiting outside and the suspect 41970 came out side they cant come outside without leader perm ( Rules of State 4.1)
He is lt Gen and he do toxicity iam not sure about he break Rules for Leaders 3.3 or not if he break pls punished him for that also
You can see the situation in my pov and now days Ng are breaking many rules in this term they should punished to not doing this issues again
