He cuffed me in front of 5 people having no fear for his life he proceed to arrest me. if i am not wrong in this scenerio/situation leos need 3:1 ratio of leos to gang in order to cuff 1 person but this guy cuffed me out of nowhere.

Sir Admin, here you can see that the gang Families were the ones doing the hostage situation. This player entered in the middle of the fight between the LEOs and Families, which counts as Fear RP, because he had no relation to this situation. He did not fear for his life by going to the Families gang and speaking with them, even though . He showed no fear for his life, and I arrested him because he was carrying a weapon and had illegal armor, plus he was provoking.
