Note : Using "motherfucker" Word While Gangster or Doing any RP then You Used it while expressing you anger then it should consider as slang.
In this case He Type it in Non RP chat as far I know it consider as OOC or Not related to RP . so it should consider as OOC insult because.

not off topic: you are insulting me ooc chat means u are saying that word to me in real. MF word slang is consider when u are saying in rp chat or and rp situation. but u insulted me in real ooc chat out of character.
