Tsp 16:55 the fib officer (150158) did Fail Rp, Fear Rp and Pg cause he don't have any fear for the hostage and i have a gun in my hand and he cuffed me without saying, as you can see in the POV.

If you are alone officers can cuff you there were 3 officers surrounded you also he did say i am going to put you in cuff and also leos can cuff you even if you have gun in your hand.
