I was asked to make a new forum with the exact timestamp of the violation.
It's at 1 min 50 second(1:50) in the uploaded video.
& at 23:06 of gametime.
He couldn't recall or wash the car because I already hacked into that cars control system. So he destroyed it. I used a repair kit, but the car still looked destroyed, so I didn't get in because it would have been bug abuse for me. But the car owner drove it while I was trying to warn him.
