What must be asked is.. is this considered an "event"? As it is technically not an actual server scripted event. This may require a curators response. We will see

Hostage situations are considered Regular Roleplay scenarios and not events so therefore you can be robbed/rob after a hostage situation is concluded. Per Sosa Lavish "Hostage Situations are classed as regular RP Scenarios and not events"

Sorry sir but you are absolutely incorrect hostage situations are not events ( forced to start by the script in a yellow circle) if it were a store robbery that would be totally different you are not allowed to rob inside event circles but since this is a hostage situation there is no rule against it as it is out of the city and not scripted event.
