I think 191 get a punishment for going ghetto. his net connection is bad everytime when he will robbed, his connection lost. Actually, I dont try to rob him anymore, because I know his connection will lost xd . or someone doing mercy killing, metagaming, car ramming., you can see the complaints about him. and when someone open complaint about this guy, he trying to find a way for save himself.
