He started shooting when there is no reason to give demands and also when i was complying with his UB demands he still shooting at me.

6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them.
1.12 If a person complies with given demands its not allowed to kill them
