(Short- Explanation about situation)
Today, Vagos was involved in a store robbery with two LEO hostages. Our demand was simple: money for both hostages. But one hostage got Code A, and that’s when everything happened. We waited for the hostage to return, which he did at TS (26:00), but then he got Code A again. Hoping he’d come back, FIB didn’t know about the Code A situation. According to FIB, we were having a meeting for our demands, but in reality, we were waiting for the hostage. FIB gave us only one minute on TS (29:27), which made it hard to wait. So, we decided Guntas would negotiate and make up a story about the hostage getting Code A, and the LEOs would give us the demand to leave so we could run. But when Guntas went ahead and we were all ready to run, the LEOs put up police tape, barricades, and spikes in our way, then suddenly started shooting without any demands. They was thinking that they had hostage still they shoot, and we all got clapped and lost the store.

Major Rule break Done by Leos

• According to new rule that is given by (Senior State Kevin) Sir That Leos cant Gather near negotiation But this rule was violated as you can see in Pov Leos are in all 3 sides.
  
  
• Leos Tried to block our all ways to escape by planting police tape in Left side of store at ts (22:45) right side by 2 officer at ts(16:40) and Putted spike in front of cars and put 3-4 barricade on road as you can see in pov
  
  
• When I was bringing the hostage, I noticed two units on my right side. I tried to create some RP by saying that those two guys didn’t move to the other side, I would cut the hostage’s finger. The LEO sat there, and the main negotiator told me that if I said that again, they could use their weapons too, showing they didn’t care about the hostage’s, which was from FIB. ts(16:40)
  
  
• Leos gave us one minute to end the meeting, which was fine since we understood they had limited time. But when we arrived at the negotiation, all the gang members were near me. As per the plan, Guntas was supposed to negotiate, but suddenly Leos started shooting. Not a single Vagos member ran away; everyone was trying to escape, but there was a police trap, and we couldn’t cross the footpath.
  
  
• All the leos were roaming around like it was a garden, not a hostage situation.
  
  My suggestion to Senior State About new Rule
  
  
• Now a days leos are getting extra advantage if hostage is safe they can shoot us if we will take money we are going to clap and if we will take money we are going to clap i think this should be change
• A complete free passage should be given no spike no engine block no shooting
  
  
• Big heli demand should be given Back.
• leos should not allowed to place more than 2 barricade at a situation (no police tape )
  
  Hey senior state i hope you will make a good decision that will help both crime and state no one should have extra benifits if i am wrong pls correct me

Not off topic, I was the negotiator from Leo side at the store.

The person who negotiated from your side, told us that your hostage had a code a, therefore we knew you only had one hostage and we did pay you the money for that already.

Now to your other claims:

- The new rule says we should not crowd the area of the negotiations, it does not say that we can not surround the store, place barricades or even police tape. The area of the negotiations was NOT crowded from our side, especially FIB people were in positions in the area to take quick actions in case it ends in a shootout.

- As I mentioned above already, we are allowed to put spikes and barricades for our own protection, to get those removed you can demand for a free passage, which I offered multiple times which you rejected.

- It was not the first time that one of your guys threatened to hurt the hostage with cutting his finger or the like, as for my information if you threaten the hostage like this, leos are allowed to engage immeadiatly because they fear for the hostages life which you already threatened multiple times and we need to save them.

Now to your suggestions:

I offered your negotiator a complete free passage, no spikes, no engine blocks, no barricades but your negotiator refused to take the offer and wanted the money.

I would even agree with the annihilator but only if we can deny the request or get two hostages for it.

• The forum is made for all org not only fib there was sahp ng and lspd if 3-3 guys would be there then there would be 12 people
  
  
• your protection i am unable to understand how a police tape can give you protection and how spikes can give you protection barricades are still good to block road so you cant get crashed but closing our all ways is not fine at all.

• Free passage we are the same gang from last 12 days that take free passage and when ur hostage is safe leos start shooting block our engine etc etc so which free passage you are talking about

ID 58430 will receive a punishment for GR 6.2
ID 132328 will receive a punishment for Power gaming (running while taking a hostage through the function)

After further checks no punishment will be issued regarding the crowd situation due to it being tested/newly implemented
it doesn't mean because its being tested that its allowed to be abused, next time such thing happens on purpose then a punishment will be issued.

As for the tape/barricades, no issues seen in that since no free passage was requested.
regarding the hostage, he cannot be replaced by an administrator, blank person, etc.. and no rulebreak seen from the LEOs since no hostage was in the possession of the gangs when the LEOs shot .

For the suggestions
I will make a clarification regarding free passage for now: free passage means removing spikes, barricades that is blocking the way of passage for the gangs, having barricades on the sides that are not interfering with any passage is okay but keep in mind it shouldn't interfere at all with the passage.
as for the shooting part, LEOs can negotiate and agree to not shoot you and give you a free of the way but that is only through negotiation, it doesn't apply by the free passage rule, its extra and LEOs can allow it.
Note: i will be making another announcement if something changes regarding the above soon for both sides to be aware.
