I was just driving around city and this guy gives me demands, then he followed me into ghetto breaking State rule 5.5. I didn't mean to ram him i wanted to pull over, it was unintentional​

He is not patrolling inside the ghetto, and LEOs can join the ghetto if they are responding to a 911 call or if they are following someone. Therefore, there is no S.R. 5.5.
