Early life:
Rocky was born in Los Santos County General Hospital April 12th, 1991, to his parents Muddy Waters and Misty Waters both of whom were members of the Bloods street Gang.
Both of Rocky's parents were mid-level drug dealers during the 70's and 80's but as the couple's reputation grew, they were able to make connections with the Mexican Mafia
This gave them access to even more guns and drugs which they would use to gain power in influence in Los Santos. By the time Rocky was born his Parents established the M&M Cartel and flooded the streets of Los Santos with their product.
Because of Rocky's parents' reputation he couldn't go to normal school as his parents now lived in fear of assassinations from rival gangs and cartels. Rocky couldn't make friends like normal kids because of this.
Other children's parents labeled Rocky as a "little criminal" because of who his parents were. Rocky's Parents were constantly in trouble with the law but never convicted, as they were
notorious for bribing and assassinating civil servants. Rocky would grow up sheltered learning about the streets from his father, and how to smuggle drugs from his mother.
He was home schooled by high paid private tutors and trained in the art of Boxing and Krav Maga. By the age of 20 Rocky became skilled in hand-to-hand combat and proficient in varies weapon systems, growing tired of the sheltered life Rocky move from the Luxury of Vinewood Hills to the ghetto, he wanted to better understand his parents and where they came from, and he wanted to make a name for himself using they skills he learned as a child. Ironically Rocky had little real-world experience with organized crime.
After months of living in the ghetto and getting nowhere Rocky decided to try his luck at the black market Rocky never like drugs but he loved guns and he figured he could make some connections there, on his way to the black-market Rocky was ambushed by 2 red SUV's he was shot at and hit multiple times and rendered unconscious.
Rocky would wake up in Pill Box hospital months later with vague memory of how he got there all he could remember was that he got shot by men in red SUV's enraged Rocky ripped out his IV's and gathered himself to stand but he fell straight to his face and began the weep as he no longer walks.
His parents tried to visit him, but he refused to see them, during his time in Pill Box he underwent multiple surgeries and rehab to repair his broken body. After 6 months at the age of 21 Rocky regained his strength and was discharged from the Hospital.
Fueled with hatred for the criminals who almost killed him and stole a year of his life Rocky decided that he would give up his foolish ambitions of criminal life and Joined the LSPD so that he could hunt down the criminals that hurt him. (edited)

Rocky joined the LSPD academy at the age of 21 he graduated at the top of his class with the Rank of Corporal and was recruited to SWAT and UC division in his time there.
He retired at the age of 25 as a superintendent. Rocky felt like something was missing he did everything by the book, but he couldn't seem to affect change in the city.
He knew two things: 1.) if he wanted to clean up Los Santos, he was going to have to get his hands dirty and 2.) If he was going to stop the flow of drugs and guns in the city, he would have to clean up the highways.
Rocky's career in law enforcement wasn't over just yet and he set his sights on joining SAHP where is knowledge of organized crime gang violence would serve him best. At SAHP Rocky would start to think like a criminal and at times act like a criminal.
Outcomes:
1) Rocky can take bribes up to 100k
2) Rocky can buy and sell illegal guns from the Black Market (No org weapons or gear)
3) Rocky can take criminals' guns when they die and sell them for money as he is a gun expert and knowledge about weapon
4) Rocky can buy and sell illegal drugs from the Black Market to grow his influence and reputation in the criminal community
6) Rocky can do any illegal activity that helps him gain trust from criminal families and gangs' members.
7) Rocky can rob people with his family and friends in the ghetto and on the highways.
8) Rocky can take someone off the wanted list, let them free, or lower their sentence.
9) Rocky can sell personal legal weapons at the black market or to people. (No Org Gear)
10) Rocky always has a radio on him allowing him to use it while off duty to track LEO and criminal movements
