Player 182976 VDM Orgs while we were in a queue to get boosted from EMS and after that he killed me before a event started.

at 0:10 You can see him driving around bank
at 0:42 You can see that he came and VDM everybody in the queue
at 2:40 You can see that he came and killed me before the event started and without any RP, while I was waiting for EMS to come back from CL, Event Rule 1.2

Also if you search his ID , you can see that he is a repeated offender and keeps doing illegal stuff.
