Meta Gaming is more of sharing IC information OOC, in your case the Officer asked you to pull up at NG base. Its a sort of a personal Pager.No info was transferred OOC. But you asked him what the issue was, which means you are expecting some information OOC. You asked him to "DM" you. You wanted IC information to be said in OOC.

Thus you are doing Meta Gaming.

Me and drey were already out to arrest you from an IC prespective sandy just wanted to meet you far as im aware and then i saw you at barracks and so did drey so we carried out the arrest, also if your soooo sad and had your RP "ruined" Then why actually come meet up with sandy when she asks for u on email, thats u metagaming your not here to RP your here to complain.

The arrested officer provide you with the reason of the BL and the arresting
Leader have the right to refuse the transfer of any member (in your case he have a case file)
they don't need to say "we are cuffing you" as script already doing it​
