Rejected fines for no reason

the Player ID: 12963 gived me 2 fines for parking (7000$ each) and he didn't came talk to me\
i agree that the first fine is for parking but the second fine for what ?

Second fine for your car have no license plate. Before the make a complaint go to the Government and ask why i get two fine.
