OOC:
The Zone concept in ooc events, is the whole Dimension for the Event.
You are in a different dimension from the city, a dimension dedicated to fight and Kills the enemies.
Circle boundaries don't mean there is anything, cause whoever you will face there is an enemy for you and you should kill him.
IC:
In IC events you have to Care about the Circle boundarie, because there are citizens, and other organizations, who are not part of the event, and departing from the limits will affect the experience of other players.

I hope my understanding is correct because it is unfair for me to fight you from a narrow angle just because of the circle. This gives a huge advantage to the opponent.
