About the redux yes the water of this redux is illegal but as there are no other violations or any cheats and he also didn't get any advantage from the water in the given pov so will not punish for illegal redux
Also ID 78157 remove this redux further using of this redux with illegal water will result in punishment, if the water is removed then it can be considered as legal redux.
