First of all let me explain what is free passage :
removing a cover for leos so gangs can pass and removing spikes /barricades from that specific side of road from which gangs decides to escape . [ free passage doesnt meant leos wont try to catch you or block your engines , leos can arrest you the first chance they get ]
also ask leos if they gave free passage or not then you can send like 4 gang members to check on the road if leos really gave free passage or not and if they didnt you can ask them to give or you can kill the hostage with reason leos lying to you [ then leos get punished ]
And in the current scenario you got free passage but somehow half of your guys decide to run from left road and half of them run towards right and then get caught by leos this is completely Lack of communication by Gang
Also you were almost going to kill the hostage but the state negotiator escalated the situation by negotiating with you and saved the hostage from being killed so State will not be punished

However The Ballas Gang had a hostage from their own family , and the gang failed to provide evidence where they can provide that they obtained the hostage by doing proper rp so they will be punished for PG
Also you guys were speaking ic stuff in ooc radio and taking actions on basis of what you saw on ooc radio so you will be punished for ....
