Hahaha, the fun part is that I am not even in any org at all, neither am I a LEO. However, this seems to be more of a self-report, as all your rule-breakings are evident and undeniable.

At 3:57, he leaves the zone to avoid IC (in-character) punishment, as LEOs are not allowed to get outside the circle.

At 4:01, you can hear him asking the guy why he is shooting outside while in-character.
