he scammed my friend he might get proper panisment for that what he did and after that he get money he did some one bank transfer i think so that one also get panisment for this

This guy scammed my friend too and also would have scammed alot of other people in city and he also left the city because it's a serious loss for a beginner in the city.

I beleive some serious action should be taken against this.
