Admin assistant gave the wrong answer to your question. Bank robbery is an IC event hence LEOs are allowed to put you in cuffs and even arrest you. The only rule here is that you are not allowed to cuff while you are in an active gunfight, but that rule isn't unique to Bank Robbery event
