I have POV of the situation (ID 226115) to show the situation as well.
From my POV there was one officer close to the individuals that were shooting (no clue if they shot or not, will try to verify)
But I did Give a ceasefire order which I believe They followed.

LSPD was not involved
3 Officers seen here, "Ash Broken" was robbed of all his weapons

There were only 3 blips on the scene, additional proof confirms this
4th blip went straight to DOC

Finally, the same officer ran back, proving that it was him lingering with other orgs and could not shoot the entire time.

If you don't want them to shoot while you have a hostage dont shoot them, as their own life is their priority and by shooting them you gave them the ability to shoot back
