Reminder about General Rule 6.24: you cannot do any criminal acts towards starting job workers. This seems to be an IC altercation, however be sure to not shoot/kill, rob, or kidnap these workers or give unrealistic demands in the city. You can contact police, go around the truck, or call an admin in game for help.
