I was just chasing them they stopped at a place but then they started shooting me with no demands

We gave demands before, it is not in the POV and the person still followed us where ever we went and since the car was not insured and the person had yellow clothes we killed her and as I said, we gave demands but it is not in the pov

Also she is provoking because shes leaving, coming back, leaving, coming back

She broke FEARRP by coming back after demands, after he saw us with guns and after he saw us shoot, he still came back which is clearly not fearring for your life as if you were given demands / heard gunshots at you, you would be scared and run
