IDs 36947 and 26762 will receive punishment for General Rule 6.15
This is not considered a scam for General Rule 1.3, however, no demands were given when first person started shooting. As they were leaving the scene, shots were also fired, lastly you can see from the POV of ID 26762 that their voice timed out so demands were not heard clearly, and still proper time was not given to allow them to follow the demands. At this point already, they are not even on the property.
