We had a hostage, in the middle of it, some FIB agents decided to just open fire.

It looks like it was 2 individuals that decided to start shooting. But I dont want them to get an org warning for just a couple of players who do not know the rules or dont care about the rules.

you can see from his own pov that he shooted a leo(FIB Agent) while having a hostage on them selves so i dont need to worry about another as there is already a leo who is getting shot .

In such cases where another Law Enforcement Officer is in danger (being fired upon) surrounding LEOS do not need to worry since their colleagues become priority. In this case you fired upon a passing FIB Agent, which let the Surrounding agents take fire.
