Rejected Unfair Punishment | Bob Bonkers

I was checking my PDA looking for wanted criminals, then I head to the area that my PDA shows me that it contains a wanted criminal, then I start asking the people in the area for the passport so I can find the wanted person, and then I receive a punishment for State Rule 5.2 by Bob Bonkers, which states that (LSPD/SAHP/FIB cannot stop a person, search him or ask for passport without an IC reason.). But I believe I totally had a valid reason there to ask for the passport.

Please explain to me how am I supposed to find the wanted criminal, without identifying everyone existing in the area that the PDA shows me?
