ALL IN POV. guy shot me without demands i had to give demand and shoot him back in order to save myself

Normally, I would have waited 5 seconds, but when they got out armed and armored, I fired.

You cant shoot until anyone of us has given demands you can give demand but stop and dont count all the way back if you saw me with a gun. For eg i came to someone giving demand now I say "you have 5 second to leave the area" the guy whom i gave demand to pulled out his gun this means i can stop counting and start shooting. But in the situation where noone has given demand you cant shoot the person just because you see him armed.
