Rejected unfair paying for enus phantom mansory penalty parking

i was driving in my car (enus phantom mansory) in a green zone parking place when it randomly despawned cause of too many cars or lag or something like that and it wouldnt wanna spawn again. when i went to my garage to pick it up again i couldnt spawn it and then i went to penalty parking where it is now i dont think its fair i pay 4mil dollars to get it back when its cause of a glitch i was throw out of the car and dont know what happend with it after and i couldnt do anything to secure it or park it right like i was about to do
