as you see in the Hiko forum he said that it takes at least 16 age in normal life to enter the fib but as you see in the photos there is an HC agent of rank 28 in our organization and he does what you want thank you for taking into consideration.

Title does not specify the Rule Break or ID (this is not a Mass Rule break)
Additionally, there is no OOC rule stating Org Members must be a certain IRL age
It is set and suggested by each Org Leader and up to their discretion if the would like to consider someone outside the guidelines
as long as all other IC Rule for recruitment are followed
