The first video shows that he was wanted.

The second video He was trying to escape from the police+I also explained to him the reason, that there is a wanted person here.+He insulted the pole . :

Regarding the situation
if someone is wanted to the state you have no right to ask him for his passport unless you had an RP reason to approach him/her and ask for their Passport civilians are not required to provide any identification unless they are being suspected for a penal code violation.
