i was transporting caravan suddenly ID: 115149 shows up escorting me. as you can see his my allies (On top of his head). then start ramming the caravan with his car while i try to avoid him. then he starts shooting at me without any reason and without any demands (Pull Over - Stop ...ETC).

in fact, as i understand ID: 115149 doesn't know what his doing but he contacted ID :4486 it's the one responsible of the change of the situation and told ID: 115149 what to do.
