So she showed ID you didnt check her even in PDA to confirm that she have a Fake ID or no second thing you was about to arrest her already and she is FIB agent she needs to get fired from the org first ( Fail RP ) and about the HC officer with you he have a BIO he can use it like the way he want as well the other FIB agent and also when you got asked to Show ID you left the situation without showing and it comes under GR 6.4 as you need a Bio to hide your identification even you are surrounded by many leos so IC rules apply that you have to comply anyway even if you have BIO ( Fail RP ) all i see from my point of view only you just self reported
