I am Matthew Blackheart also known as the duck carrier, a well seasoned citizen of San Andreas and I love this state as much as anyone else. From the busy streets of the city to the dunes of the North I wholeheartedly think this state is vast and beautiful. I am not running to do gardening or be your tour guide. I am running for governor for a re-established and maintained future. I have met and said farewell to 22 governors each different in their own ways. Some good and some bad. I have been an LEO for 2 years and worked with the DOJ an uncountable amount of times and I love our fair justice system. I am a guy that wants the best for this state by reviving old systems implemented by old governors, inventing new ones and most importantly dealing with every problem this state faces especially within its law enforcement and public service departments.

Who is the Candidate?
IdeologyThe New Rule Party aims to be a tough government that does not sugar coat issues or hide things under the blanket. We will tell you the problem and how we are going to deal with it. I believe if something needs to be said, people should say it. Blunt doesn't stab as deep as being cut by a secret and secrets go around a lot in our time. We want to maintain and improve our current government systems and work with all department leaders as much as possible. We believe in leaders and not micromanaging. People should pull their weight and prove they can do a job. Those that do get praised with a reputation and rewards. We very much believe in providing the highest level of service to this state and its citizens and we will only achieve perfection and then perfect perfection again and again and again.
Our MissionSuppress corruption and change work ethics/culture in law enforcement: We believe like any other governor that corruption has no place in our government and we will continue to improve the system to deal with it. But more importantly we believe the ethics and work culture in law enforcement and public service organizations needs to change. The secrets and bickering needs to stop and honesty and transparency should prevail when problems arise
Business Taxes: As an Ex-IRS head I know the strain some businesses are trying to break even on the purchase of their business as well as upkeep. The strain of unfair taxes on that can be difficult and annoying. We want to improve the tax system so people can appeal issues about their tax payments and we as a government will help you pay a fair amount that suits you.
Capital Staff (Experimental): We have always seen SS as the main staff of the capital and DOC. Often they are stressed on resources and staff numbers. We want to help relieve some of that stress and offer new jobs at capital to improve workflow and offer a more welcoming and friendly experience. This is of course a long term goal and it will need some planning but we aim to offer receptionist jobs that can also work within public relations. They will be greeting people at the capital, providing insurance and licenses and setting up meetings for people that need government officials. Receptionists can continue their careers into SS, PR or DOJ.
Department Of Corrections: Improving security at the department of corrections will be a high priority. Working at the DOC can be long hours and quite boring sometimes and so we want to be very generous with bonuses and offering new opportunities to make the DOC more lively but more importantly. More secure.
Department Of Justice: The DOJ will be maintained at its current state and we still aim to hear feedback from all organizations on where we can improve. We will also continue doing government meetings with all orgs to pass new laws or changes and hearing feedback.

Liberty and Justice Party was formed in May 2024
Our Objectives and Campaign Promises:
First: Corruption needs to be eradicated within the state, we promise to fight corruption and clean up the state, making sure that all citizens feel safe
Second: USSS will be made available to make sure all the services the capitol provides are delivered in a timely manner, Gun Licenses, Home Insurance, Family Creation, there will always be USSS there to provide.
Third: The DOC will always be protected, making sure that the prisoners remain behind bars for their crimes, thus making the state a better, safer place for it's many citizens.
Forth: The USSS will provide assistance to all other LEO's in their times of need, ensuring that no matter what the issue within the state, USSS will make their presence known.
Our Ideology, Purpose and Background:
When I first arrived in the city, I joined GOV first after working some early jobs. I didn't rise very far but I certainly gained a good understanding how the system worked. Shortly after that, I joined LSPD for a little while but realised it was not for me. I began my work in NG, I rose through the ranks and retired as a 2nd Lietenant after being a HC in charge of MP. Joining Government once more, I rose through the ranks, gaining extensive experience and isolating issues where they arise, moonlighting in most departments to make sure they ran as smooth as possible. I believe the experience I have gained, and my trust in my staff would help Government run as smoothly as possible.
Criteria to join the party:
-Must be minimum 5 years IC, 16 years OOC.
-Have a clean background (No criminal structures or prison terms).
-No hand or face tattoos.
-Able to speak and understand basic English, and have a working voice box.
-Have active health insurance and a gun license.
-Willing to learn, and follow the rules.

LOS SANTOS COOKIE PARTY [LSCP]
The cookie party originally founded by Fateh Grand in November, 2023. Last year, after running for governor and becoming the 22nd Governor of San Andreas. After conflicts in the Government, Fateh Grand resigned from his position as the Governor and began adapting a path of self-improvement to acknowledge the conflicts and affairs.
After his last Governor run, the Los Santos Cookie Party was further reformed to host a wider range of people in the internal cabinet to help establish and acknowledge problems on a more stable scale.
Serving in the Department of Justice as a Judge & Lawyer multiple times, the party was renewed to host a wider range of legal knowledge and academics aiming to gather all members of different organizations under it's roof to host the largest and most expansive cabinet in a party.
Acknowledging the needs and affairs of law enforcement officers, the party now also hosts a large number of ex law enforcement officers, Governmental high commands and other well-known personalities of the city. The goal was to bring together members from various organizations under its umbrella to form the largest and most comprehensive cabinet within a political party.
CONTINUATION OF JUSTICE: As I am serving as the current District Court Judge for the state of San Andreas, I fully acknowledge the importance of our justice system. We promise and will make sure that the Department of Justice continues its amazing duties in regards to the legal enforcement front. I, as the Governor will ensure that the Department of Justice is not hindered in any possible way, so that they can continue their duties.
INEXPENSIVE GUN LICENSES: Due to the high prices of the gun licenses, many citizens cannot afford to have legal weapons on them for their own safety and self-defense. We will ensure that gun licenses are reduced to help support the citizens and law enforcement officers to afford the gun licenses. As a government, we pledge to ensure citizen safety is a top priority.
PRISONER HEALTHCARE SYSTEM: Introducing the Prison Healthcare System, prisoners will be fed proper food such as steaks to ensure that they are fully fed and healthy. EMS will be asked to do check-ups on the entire prison by our DOC staff team to ensure that no citizen is suffering from any disease. This will help increase our prisoner health and decrease any resistance in the cells due to better treatment and overall fostering a more safer and healthier environment for both the inmates and DOC staff.
GOVERNMENT, THE CENTER: With the assistance from other law enforcement agencies, our staff and safety teams will be sent to assist law enforcement agencies in their missions as well as to ensure public safety in these operations where Government serves as a strong barrier. These teams will be trained to act quick and safely in these stressful situations.
THE PUBLIC, OUR VOICE: Citizens will be encouraged to come by the Capital and speak to me about their complaints. I, will try my best to hold conferences with other law enforcement agency leaders along with LifeInvader to address our citizens problems and the solutions to them.
To some citizens wondering how this will be different then how my previous government run was, the party has gone through significant personnel changes along with adapting more efficient methods to fix our past affairs.
NEW CABINET: After thoroughly examining our previous personnel and staff team, we have gone through multiple waves of changes in the party to help find the root causes of problems and to help find a better solution to the previously faced problems.
UPHOLDING JUSTICE: After my previous resignation, I have been appointed the District Court Judge in the past as well as now serving as the current District Court Judge for the state of San Andreas. Learning to handle things calmly and in an unbiased way. I've hosted many trials during my tenure and have witnessed many changes in the Government.
NEUTRAL ORIENTATION: Apart from my drastically different DOJ experiences, I have also increased and led many organizations in leading positions and know how to lead an organization better. Knowing on how to get units to listen to you, relations with other organizations and generally how to keep an organization afloat.
EMBRACEMENT: I've acknowledged the failures of my past and learnt on how to reshape them into a better future. I've improved significantly on the parts where my last term had struggled, acknowledging and closely analyzing the mistakes made and efforts on how to fix them. I have devoted considerable time to understanding and addressing the challenges faced during my last term.
Overall, I feel that I am now better equipped to handle the responsibilities of being a Governor and running the organization.

MY INTRODUCTION
I am Kira Ice Founder of the "LOS SANTOS DEMOCRATIC PARTY" . I was a normal citizen like everyone in my casual life and a high disciplined Law Enforcement Officer in my work life. I've worked in many jobs like Taxi Driver , Farmer , Trucker and more when i first came in to city. After couple years after i moved to Los Santos i already found my favorite job , being a LEO and helping the citizens and fighting against the criminals to keep the city peace and i assigned myself to make the city better and same for everyone with Unity , Equality and Justice. By Working in other legal orgs i got good experience and ideas to serve the city.
IDEOLOGY
The Los Santos Democratic Party.. we are stands to provide there Rights, Equality and Justice to everyone, keep the city peaceful and help all citizens to defend their rights.

TEXATION POLICY: The IRS department will serve to conduct and ensure the Audit of this. They will make Returns by ensuring that they regularly check the Taxes of the workplaces and report them to the State on a regular basis.
INSPECTIONS OF STATE: By doing inspection over the state every weeks and help organizations to work smooth and Easier.
Corruption Free City: Corruption is a heavily spoken topic among everyone in the city and it is addressed to by citizens of the city by being an evolving phenomenon that feasts on people’s lives and makes their days harder. We will improvise in some situations and we will enforce the law as it is among everyone. We will ensure that all systems of organizations and especially Internal affairs are working to the fullest.
City Management: Doing immediate investigation about any complaints come over to us from our citizens. Will do meetings with all State Organizations at least one per week to discuss about problems and about safety of our city and also we will to directly interact with the citizens to solve there problem.
Gun License Have Become Easy: We will drop the price of GUN LICENSES because most of the citizens can't afford it as the prices are very high currently and we make sure that the prices will be fair enough to purchase a gun license to keep a weapon for self defense and for joining LEO.
PR Department: We will organize PR events to increase people's interactions with Government, allowing citizens to have fun and we will do it often, of course, LEOs and other Legal Organizations will be free to participate in these events, and we will do everything necessary to increase our communication with Organizations and increase our Relationship with citizens.
Appropriate brainwashing and Training: There will be HCs and HR officers so that Government employees can provide professional services and provide them with the necessary information about the Government, they will provide information about education and the Government, so they will know where they should not make mistakes, and this is one of the most important elements for us because the smallest mistakes that Agents will make will affect the Government and our Citizens, so we will train in the best way.

MY INTRODUCTION
I am Kira Ice Founder of the "LOS SANTOS DEMOCRATIC PARTY" . I was a normal citizen like everyone in my casual life and a high disciplined Law Enforcement Officer in my work life. L.S.U.P was formed in July 2024
Our Campaign Objectives & Promises:
First: Corruption needs to be eradicated within the state. We promise to fight corruption and clean up the state, making sure that all citizens feel safe . I promise if elected to fight all forms of corruption wherever they might be found .
Second: USSS will be made available to make sure all the services the capitol provides are delivered in a timely manner, Gun Licenses, Home Insurance, Family Creation, there will always be USSS there to provide.Hiring more people and training our secret service agents will be a top priority ensuring not only there would be enough agents to man both capital and DOC , but that they can do their duties in a professional manner and in accordance to the law .
Third: The DOC will always be protected, making sure that the prisoners remain behind bars for their crimes, thus making the state a better, safer place for its many citizens. Furthermore we will keep in place current measures and have agents stationed inside and outside the DOC thus ensuring that inmates are provided with the appropriate amount of supervision and assistance .
Fourth: The USSS will provide assistance to all other LEO's in their times of need, ensuring that no matter what the issue within the state, USSS will make their presence known. Assisting other law enforcement organizations is one of our top priorities. We will have a strong government presence in any and all situations that call for our help , ensuring that both LEO`s and citizens are kept safe .

Flitting between orgs for different terms, I attained high ranking positions in them all, proving my understanding of the state, always hoping to make it better for the citizens. The Los Santos Democratic Party.. we are stands to provide there Rights, Equality and Justice to everyone, keep the city peaceful and help all citizens to defend their rights.
Our ideology is centered on the all citizens to live in a better city and keep our city clean , beautiful , shiny and managing city to be more peaceful , calm and easy to live.
PRE-ELECTION PROMISES
BETTER LAW ENFORCEMENTS: Hiring more and Non-Corrupt officers to our Law Enforcements to keep city safe and stop the crimes in the city. We pledge to bolster our law enforcement agencies by providing unwavering support in every conceivable manner. To be a strong state. Providing all kinds of help to LEOs. Managing the state in the best way. Tightening the controls . To increase relations with the public. To make our agents happy. Helping LEOs to create a safe environment for our citizens. Assessing Complaints of Citizens and LEO Officials.
DEPARTMENT OF JUSTICE: Hiring more Attorneys to DOJ to have a lawyer almost every time to provide lawyer for our citizens when needed . Doing and improving state laws for peaceful state to provide a better environment to our lawyers. They will be able to benefit from Government vehicles to provide their transportation. We will put officers on the doors to ensure security in the hearings. We will provide immunity to our lawyers. We will always see Justice as a part of us because if there is no Justice, that state is nothing, we should not forget it.
TEXATION POLICY: The IRS department will serve to conduct and ensure the Audit of this. They will make Returns by ensuring that they regularly check the Taxes of the workplaces and report them to the State on a regular basis.
INSPECTIONS OF STATE: By doing inspection over the state every weeks and help organizations to work smooth and Easier.
Corruption Free City: Corruption is a heavily spoken topic among everyone in the city and it is addressed to by citizens of the city by being an evolving phenomenon that feasts on people’s lives and makes their days harder. We will improvise in some situations and we will enforce the law as it is among everyone. We will ensure that all systems of organizations and especially Internal affairs are working to the fullest.
City Management: Doing immediate investigation about any complaints come over to us from our citizens. Will do meetings with all State Organizations at least one per week to discuss about problems and about safety of our city and also we will to directly interact with the citizens to solve there problem.
Gun License Have Become Easy: We will drop the price of GUN LICENSES because most of the citizens can't afford it as the prices are very high currently and we make sure that the prices will be fair enough to purchase a gun license to keep a weapon for self defense and for joining LEO.
PR Department: We will organize PR events to increase people's interactions with Government, allowing citizens to have fun and we will do it often, of course, LEOs and other Legal Organizations will be free to participate in these events, and we will do everything necessary to increase our communication with Organizations and increase our Relationship with citizens.
Appropriate brainwashing and Training: There will be HCs and HR officers so that Government employees can provide professional services and provide them with the necessary information about the Government, they will provide information about education and the Government, so they will know where they should not make mistakes, and this is one of the most important elements for us because the smallest mistakes that Agents will make will affect the Government and our Citizens, so we will train in the best way.

L.S.U.P was formed in July 2024
Our Campaign Objectives & Promises:
First: Corruption needs to be eradicated within the state. We promise to fight corruption and clean up the state, making sure that all citizens feel safe . I promise if elected to fight all forms of corruption wherever they might be found .
Second: USSS will be made available to make sure all the services the capitol provides are delivered in a timely manner, Gun Licenses, Home Insurance, Family Creation, there will always be USSS there to provide.Hiring more people and training our secret service agents will be a top priority ensuring not only there would be enough agents to man both capital and DOC , but that they can do their duties in a professional manner and in accordance to the law .
Third: The DOC will always be protected, making sure that the prisoners remain behind bars for their crimes, thus making the state a better, safer place for its many citizens. Furthermore we will keep in place current measures and have agents stationed inside and outside the DOC thus ensuring that inmates are provided with the appropriate amount of supervision and assistance .
Fourth: The USSS will provide assistance to all other LEO's in their times of need, ensuring that no matter what the issue within the state, USSS will make their presence known. Assisting other law enforcement organizations is one of our top priorities. We will have a strong government presence in any and all situations that call for our help , ensuring that both LEO`s and citizens are kept safe .
Fift : Lowering the prices of all of our services , thus making them more affordable to citizens .
Sixt : Improve coordination and interoperability between organizations , ensuring that we all have a strong response to any and all threats .

When I first arrived in our great city, I had a strong sense of justice. I chose to work within LEO’s as soon as I was able to do so. Flitting between orgs for different terms, I attained high ranking positions in them all, proving my understanding of the state, always hoping to make it better for the citizens. The ranks I have achieved are as follows:

GOV: Head of USSS and Deputy Director of Internal Affairs

Having experience in all the LEO’s has enabled me to have a much greater understanding of how best to serve the state, and ensure the safety of not just the fine men & women in our LEO’s, but also all our citizens.
Criteria To Join The Party:
-Must be minimum 5 years IC, 16 years OOC.
-Have a clean background (No criminal structures or prison terms).
-No hand or face tattoos.
-Able to speak and understand basic English, and have a working voice box.
-Have active health insurance and a gun license.
-Willing to learn, and follow the rules.
